DESIGN MANUAL FOR ROADS AND BRIDGES VOL 14: ECONOMIC ASSESSMENT OF ROADS MAINTENANCE, SECTION 1: THE QUADRO MANUAL

In this manual the computer program QUADRO (Queues and Delays at Roadworks) is described. The purpose of the program is to provide a method for assessing the total cost of major road maintenance works. The total cost comprises the direct works cost of maintenance (eg resurfacing or reconstruction) and also the cost of the delay to road users whilst road works are carried out. There are three parts to this user cost:delay (value of time); vehicle operating costs; and accident costs. When assessing maintenance works, the total of the works and road user costs should be taken into account. QUADRO will calculate a total. It can be used to compare the full costs of alternative maintenance options and to assess the maintenance implications of difference options for road improvements. This document supersedes the QUADRO2 manual. QUADRO3 incorporates research from the Transport Research Laboratory (TRL) and consultants who have further observed the behaviour of traffic at roadworks situations.
