It has been found that existing rules and regulations prescribing commercial zones and terminal areas which were promulgated in 1940 are outdated and that they should be expanded to conform to the broader territorial areas served by base municipalities. New rules have been proposed which would expand commercial zones and terminal areas pursuant to a new population-mileage formula, and certain zones which would require special consideration would be redefined. This enlargement is most important to freight forwarders because their collection and delivery services, perfomred within the terminal area are exempt from motor carrier regulation. The effect of expansion of these areas will enable freight forwarders to offer their collection and delivery services to suburban business communities which have grown from the migration from central cities as well as from new industrial and business development.
