TECHNOLOGY AND MANNING FOR SAFE SHIP OPERATIONS

Current technology-centric US maritime manning reduction trends have led both the maritime industry and government policy makers to revisit the safety issue. This paper identifies the manning processes, examines, and assesses process boundaries, and evaluates relevant safety issues. This examination finds that ample opportunities exist for both improved ship safety and proper business process re-engineering, but that current applications of technology will yield dangerous results unless human factors or ergonomics is included.
