TRAFFIC CHARACTERISTICS AND CUSTOMER ATTITUDES IN TAXICAB INDUSTRY FOUR YEARS AFTER THE DEREGULATION

The Swedish taxi industry was deregulated in July 1990. The deregulation was expected to yield better resource allocation, better services as well as new services, increased access and lower fares. This paper reports on results from a study of traffic characteristics and a study of customer attitudes toward the services supplied by the taxicab industry four years after the deregulation. Both studies were based on samples from six different municipalities. In each location, measurements of traffic characteristics and customer attitudes were made in February-March 1994. The measurements were based on the same methods that were employed in earlier studies in 1990 (four months before the deregulation) and in 1991 (eight months after the deregulation). A sharp increase in the number of licensed taxicabs was observed between 1990 and 1991. The higher level has been sustained until 1994. The development from 1990 until 1994 is estimated to have rendered a decrease in total supplied time in metropolitan areas and small municipalities. Increases in waiting time and travel time were observed between 1990 and 1994. The price levels in 1994 were in general higher than in 1990 with the exceptions of prices of subsidized taxi trips in metropolitan areas and medium sized municipalities. Services provided by radio dispatch services were better, according to the customers, in 1994 compared with 1990 in metropolitan areas. In addition, a higher level of satisfaction and willingness to choose taxi were observed for customers in metropolitan areas. An increase in willingness to choose taxi was also noted for customers in medium sized municipalities. (A)
