The Swedish system for scrapping should be changed for environmental and resource management reasons. Makers have no incentive to make vehicles recyclable. The authorities do not adequately supervise work of vehicle breakers. Within European collaboration, better environment and increased recycling and re-use of scrapped vehicles can be achieved. A proposal has been drawn up by the Swedish Association of Automobile Manufacturers and Wholesalers. Manufacturers and importers are prepared to assume main responsibility for the establishment of a new and environmentally safe scrapping system. Responsibility will be shared with vehicle breakers to make system workable. The last owner of the vehicle is responsible for handing it in for scrapping but will not as now have to pay a charge. Relatively small legislative changes can ensure that all vehicles will be covered by system. All newly registered vehicles will as at present be subject to a charge. The monies will be placed in an interest bearing fund. Each manufacturer and importer will enter into an agreement with breakers so that when vehicle is scrapped, net costs of manufacturer are covered. This gives manufacturer an incentive to make vehicles more recyclable and re-usable. The industry is not to make a profit, but costs of better environmental and resource management will be reduced.
