THE ENERGY TRANSPORTATION SECURITY ACT OF 1974

Examines the campaign to extend cargo preference to oil and other commercial cargoes of which H.R. 8193 is a part. Particular attention is paid to the origins of the proposal, its supporters and the arguments employed in that support. This is not solely an historical study. Immediately following President Ford's veto, the proponents of the measure pledged a renewed effort in the coming year. In February 1975 the proposal was reintroduced in the Senate as S.578.
