The report presents a coherent framework for public involvement in the planning and management of the road system, which will be essential if the UK is to meet the challenges of the next millennium. It advocates a clear and productive partnership between politicians, professionals, and the public. It proposes: (1) greater public participation in the decision process on the provision and use of roads through a stronger planning system, with plans at local, regional, and national levels, and the creation of new regional transport/land-use planning authorities; (2) an easily comprehensible new road classification system, which is directly linked to the land-use planning system; (3) a new integrated system and framework for transport and land-use planning; (4) a new framework for managing roads to clear performance standards under binding contracts; and (5) new system for monitoring performance, using performance indicators to demonstrate the road system's level of service and effects on the environment.
