STREETS FOR PEOPLE. A POLICY STATEMENT FROM THE LANDSCAPE INSTITUTE

This document presents the findings of a working group, convened by the Landscape Institute in Spring 1994 to consider various aspects of the urban street environment in the UK. It has three parts: (1) its policy statement, directed at government and other policy makers; (2) its guidance notes, aimed primarily at the professions and those involved directly in development; and (3) its Appendix, presenting legal opinions on street improvements and the need for planning permission. The Landscape Institute believes that local and national government policies, for achieving a high-quality pedestrian environment in urban areas, should be directed towards encouraging the design of streets for people. The key elements required to do this are: enhancing local character and quality, encouraging vitality, and controlling traffic. The Landscape Institute presents several proposals for how government policies should address each of these elements. Cities and towns are so varied that there can be no standard solutions, especially for conflicts between vehicles and pedestrians. However, the basic objectives of quality, character, vitality, and accessibility can always be applied, the guidance notes refer to the problem, planning and design, roles and responsibilities, aspects of design, design elements, and implementation and management.
