The Tennessee Department of Transportation (TDOT) has an operational Geographic Information System (GIS) that has been used by the Mapping Department for generation of decision maps and related planning information since 1990. That system, called MAPLINK, was developed in 1988-89 to link GPS/LOGMILE road track data with LOGMILE data from the Tennessee Road Information Management System (TRIMS) mainframe database files. The linked data are then imported into the Mapping Department's Intergraph GIS for preparation of decision maps. During 1992 and 1993, TDOT added the MGE, Informix database, and Segment Manager software to expand the capabilities of the GIS. Cooper Technology was responsible under this contract for helping TDOT develop a new decision mapping capability that would take advantage of these new tools. Navstar Mapping Corporation was responsible for developing the GPS/LOGMILE and Voice Data Entry System data collection equipment and software used by the Data Inventory Department to update the TRIMS databases. All contract objectives were successfully completed. This report contains a summary of the major program tasks. The program's major accomplishments are highlighted as follows: Geographic Information System (GIS) Technology - developed new software and procedures for building a GIS Control Network using a combination of Manually-Digitized and GPS/LOGMILE roadtrack and Control Point Data; developed and installed new maintenance software and procedures for future updates of the GIS Control Network using GPS/LOGMILE data inventory equipment; developed new software and procedures for generation of decision maps from both TRIMS and local PC database information. Global Positioning System (GPS) Technology - developed new GPS/LOGMILE system data collection software streamlined for TDOT applications which uses the existing TRIMS Feature files; developed post-processing software and quality control procedures to prepare the GPS/LOGMILE data for use in GIS Control Network generation and update; developed utility software for updating and archiving GPS/LOGMILE data files to incorporate GIS-generated corrections or adjustments; completed implementation of a second TDOT GPS/LOGMILE data collection van for production operation; developed new processes and software to extract the horizontal and vertical curve characteristics of roads by reprocessing the basic GPS/LOGMILE data originally collected to develop the GIS Control Network - essentially a no-cost fringe benefit. Voice Data Entry System (VDES) Technology - extended VDES data collection capability to add the use of computer displayed maps downloaded from GIS to replace cumbersome paper maps; developed a new VDES application for performing visual Surface Condition Rating updates.
