DRIVER TRAINING AND LICENSING IN THREE EUROPEAN COUNTRIES: A FERSI STUDY

A comparative study of British, German and French systems of access to car driving has been conducted by a FERSI working group in 1994. This paper presents the main results on four topics: (1) accidents and violations data on young drivers: comparison by age, country, sex and ratio of novice drivers' risk-taking; (2) attitudes and opinions of young drivers: an original analysis of SARTRE data has been done, comparing in each country young people and adults; (3) main features of the training and licensing systems: similarities and differences between France's new system of accompanied driving, Germany's probationary license, and Britain's private practice training; (4) potential for improvement: from results of the three areas above, the author presents suggestions for future traffic safety research.
