SUMMARY OF STATUS REPORT: TRB STUDY ON PUBLIC POLICY FOR FREIGHT TRANSPORTATION--PHASE 1

This study is examining the potential usefulness and feasibility of a comprehensive analysis that would measure subsidies received by freight carriers and shippers and external costs of freight transportation. This report is a summary of status of the study committee as of August 1994. A decision regarding a comprehensive study will be made at the final meeting, scheduled for January 1995.
