OVERCOMING THE ROADS MAINTENANCE DILEMMA IN AFRICA - ILLUSTRATED BY THE NAMIBIAN EXAMPLE

This study of road maintenance in Namibia deals with the technical issues involved. To achieve an optimized maintenance system on the technical level the following different systematic steps must be taken: comprehensive inventory of all roads data for different pavements; establishment of "Vehicle Operating Costs" for all pavement types for different vehicle classes; creation of performance and deterioration mechanisms for different pavements (sealed and unsealed); determination of acceptance and rejection criteria for different quality levels; development of cost/quality optimized maintenance design systems; and appropriate cost/quality optimized construction methods.
