This paper describes the Ministry of Transportation of Ontario's Integrated Highway Information Systems (IHIS). The IHIS will help with the management of Ontario's transportation infrastructure and is included in the Ministry's Information Technology Strategic Plan. The key to the development of IHIS as an information integrator is that a geographic referencing system could serve as the bridge between the Ministry's large volumes of data. IHIS uses ARC/INFO, a Geographic Information System, implemented on a RISC workstation to provide referencing functionality of spatial data, dynamic referencing and dynamic segmentation which are required to integrate data on a province wide scale. IHIS provides an enterprise wide solution that includes: spatial referencing across related business offices; inventory of highway infrastructure at an operational and planning level; multi-year capital construction project planning and financial management; user access to highway information to support planning and management decision making; and a platform for future expansion.
