DESIGN AND IMPLEMENTATION OF A PROTOTYPE MULTI-AGENCY TRANSPORTATION INFORMATION SYSTEM IN PENNSYLVANIA

This paper describes a multi-participant project designed to promote data sharing and technology transfer among several levels of government in Pennsylvania. Development of county transportation plans was facilitated using a geographic information systems (GIS)-based transportation information system (TIS) as the tool for data collection and analysis. Map layers and data were gathered from several sources, most notably the Pennsylvania Department of Transportation (PennDOT) and the Southern Alleghenies Planning and Development Commission (SAPDC), the project coordinating agency. Data in multiple formats were converted and incorporated into a customized version of the Arc View desktop GIS software. The choice of GIS as the primary tool for data analysis in the TIS will help to ensure continued data exchange among the counties, PennDOT, and SAPDC.
