State departments of transportation (DOTs), toll authorities, and transit agencies nationwide are considering privatization of services to cut costs and increase efficiency. Outsourcing services is a growing trend in state DOTs where everything from construction management to highway maintenance is being proposed for private sector handling. Toll authorities have historically relied on the private sector for many aspects of toll operations; now, electronic systems are being developed by the private sector. This article describes the rapidly changing climate for privatization, suggesting that core DOT services are most resistant to the trend and new systems are key candidates for outsourcing. Performance measurement, payment systems, labor issues, and procurement are addressed.
