THE PRICE OF ROAD WORK IN THE SUNSHINE STATE: INDEX RECONSTRUCTION AND PREDICTION

The price index for road work used by the Florida Department of Transportation in making forecasts had deficiencies that threatened its relevancy. The index needed to be reconstructed, and the revision needed to be incorporated into the agency's forecasting model. This paper describes that effort. It begins with truncation of the data set. It then offers a taxonomy for restructuring the index and examines the resulting components. After assembling the new measure, it checks index compatibility with the agency's forecasting procedure. It closes with a statement about ongoing research. Although the inquiry studies the Florida situation, it has general applicability.
