The paper presents the viewpoint of the Technical Committee on Flexible Roads about SHRP products related to bituminous binders and mixes. SHRP has devoted considerable efforts to research on these materials, which has been conducted by leading research teams. The resulting SHRP test methods and specification have aroused interest worldwide, and an extensive programme has been launched in the USA to validate and implement these products. SHRP specifications and tests on bituminous binders include: (1) specifications controlling the risk of very low temperature shrinkage cracking; (2) an intermediate temperature specification; and (3) a high temperature specification. The SHRP specification and test system for bituminous mixes, embodied in the Superpave mix-design method, has three different levels, each of which have some problems. Level 1, the only level to be disseminated in the near future, is easy to apply in practice; it contains specifications of constituents and optimisation of their proportions by volume composition of the compacted mix. Levels 2 and 3 are much more ambitious; they predict mix performance by determining its mechanical properties and using models.
