MOVEMENT TOWARD CHANGE IN GOVERNMENT: NEW ENVIRONMENT FOR TRANSPORTATION AGENCIES

This article is adapted from a speech given by Mary Lynn Tischer, Director, Office of Policy Analysis, Evaluation, and Intergovernmental Relations, Virginia Department of Transportation, at the Transportation Research Board Joint Summer Meeting of the Planning, Economics, Finance, and Management Committees in July 1995.
