OVERCOMING NON-TECHNICAL BARRIERS: LESSONS LEARNED FROM ITS OPERATIONAL TESTS

In response to the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), the U.S. Department of Transportation (U.S. DOT) initiated the Intelligent Transportation Systems Institutional and Legal Issues Program. The U.S. DOT's John A. Volpe National Transportation Systems Center (Volpe Center) provided analytical support to the Federal Highway Administration (FHWA) and the Joint Program Office (JPO) for ITS in one phase of this program, a national, independent, and cross-cutting evaluation of several operational tests. This paper discusses the background of the Volpe Center activity, the composition of the case study team, the data collection methodology, and the lessons that were learned and shared by the test participants.
