This paper describes the development of an Intelligent Transportation Systems (ITS) Strategic Plan for the Commonwealth of Pennsylvania. The paper begins with a description of the various steps in Pennsylvania's ITS planning process. The second section presents a brief description of many of the critical issues that need to be considered during the development of a statewide ITS plan. These issues can be grouped into three general categories: (1) education issues, (2) organizational issues, and (3) operational issues. The third section of the paper presents an overview of Pennsylvania's ITS Strategic Plan. The paper concludes with a brief sketch of what Pennsylvania's next steps will be in the implementation of the ITS Strategic Plan.
