EVALUATION STRUCTURE FOR EMISSIONS AND FUEL CONSUMPTION IMPACTS OF ITS DEPLOYMENTS

This paper introduces a framework that embodies the major concepts and methodologies for evaluation of environmental impacts, specifically emissions and fuel consumption impacts, of ITS early development projects and operational tests. The framework is the essential component of a guidebook that is being developed at the Volpe National Transportation Systems Center under the sponsorship of the Federal Highway Administration. It was determined that guidelines for ITS environmental evaluations are necessary because many problems exist, but are not well addressed in current environmental impact evaluation practices. The ITS program includes 29 user services that are categorized into seven bundles. Each user service has complex transportation and emissions and fuel consumption impacts, making environmental evaluations for the user services complicated and difficult.
