MINNESOTA COMMERCIAL VEHICLE OPERATIONS PROCESS REENGINEERING FIXING THE PROCESS BEFORE AUTOMATION

Minnesota Guidestar, Minnesota's Intelligent Transportation Systems (ITS) program, established a Commercial Vehicle Operations (CVO) section in Fall, 1994 to lead the development and implementation of ITS-CVO technology applications. The first step in determining a course of action for this section was to seek input from the state agencies involved in CVO regulation and the motor carrier community to ensure that the ITS-CVO program would have benefits for both government and private industry. A business plan for the section was completed in April, 1995. It was developed through an intensive state agency and motor carrier industry participation process. The plan recommended that a "process reengineering" project focused on improving and reorganizing CVO regulatory processes be pursued along with the deployment of advanced ITS technologies. The first phase of this reengineering effort was completed in December, 1995. Several broad process changes were identified in the areas of enforcement, business practices, information dissemination, and computer systems. These process changes, when implemented along with ITS applications, will provide greater efficiency in the regulation of the motor carrier industry, improved productivity for motor carriers, and improved safety for the public. The process and recommendations of the process reengineering effort are discussed in this paper.
