BUILDING A PLATFORM FOR ITS: SANTA ANA'S ADVANCED TRAFFIC MANAGEMENT SYSTEM

In June 1995, the City of Santa Ana, California presented to the public its new Advanced Traffic Management System (ATMS). The ATMS was developed in order to: Improve real-time traffic management in the City through reduction of congestion for local travelers; reduce emissions and fuel consumption, and increase the safety and reliability of traffic operations; provide a platform for improving coordination between Caltrans freeway operations in Orange County and operations on adjoining surface streets within the City; and provide a platform for improving inter-jurisdictional coordination between Santa Ana and neighboring cities. The challenge presented in this paper was to implement a comprehensive, cohesive system through incorporating several separately-funded projects and developing a platform for implementation of future local and regional ITS initiatives.
