TRAFFIC FLOW VISUALIZATION AND CONTROL (TFVC) IMPROVES TRAFFIC DATA ACQUISITION AND INCIDENT DETECTION

Advanced Traffic Management Systems (ATMS) are designed to provide real time traffic monitoring, situation assessment and response capability to the traffic engineer. In an urban freeway environment incident management is one of the most critical and effective elements of an ATMS system. Incident management involves the rapid detection, confirmation, and response to incidents such as vehicle accidents and breakdowns. Systems to provide for the quick, accurate, and automatic detection of freeway incidents have been in existence for a number of years. However, their effectiveness to date has been limited. The algorithms that are the basis for these systems have been either too sensitive in that they created false detection, or insensitive to the point that incidents exist for undesirable lengths of time before detection occurred.
