FROM THE 1986 CALTRANS CONFERENCE TO THE 1995 WORLD CONGRESS: A DECADE OF GLOBAL PROGRESS IN INTELLIGENT TRANSPORTATION

The year 1986 was a pivotal year for intelligent transportation systems (ITS) initiatives that were beginning to emerge/expand in Europe, Japan, and the United States. Examples of ITS initiatives in 1986 included DRIVE's underlying planning and the kickoff of PROMETHEUS in Europe; RACS tests of inductive radio and microwave beacons in Japan; and the California Department of Transportation's (Caltrans) "Technology Options for Highway Transportation Operations" conference, which spawned the PATHFINDER project and led to formation of Mobility 2000 for ITS in the United States. By the start of the ITS World Congress series in 1994, ITS had become a major force in surface transportation policy and planning in Europe, Japan, the United States, and other countries. New levels of programmatic maturity are evident in 1995 as emphasis shifts from field trials to intermodal deployment and outreach issues. Between 1986 and 1995, the rapid blossoming of the movement exceeded the rosiest scenarios envisioned by its strongest proponents. This paper chronicles key developments and discusses the role of major motivations and issues that shaped ITS progress during the period 1986 to 1995. Although government funding played an important role in all parts of the world, the clarity and consistency of policy support and institutional arrangements were more important. These and other issues will continue to be more important than technical issues now that ITS is facing the tough realities of deployment.
