EUROPEAN CHARTER FOR ATT (LA CHARTE EUROPEENNE DES ATT)

Europe is confronted with an important difficulty in advanced transport telematics (ATT) deployment. Diversity of problems encountered in each European region leads first to different solutions. Furthermore, new services development had not to build new barriers within Europe. For that, officials needed to match a bottom-up approach, coming from local needs and from locally implemented solutions, with a top-down approach for the definition of political objectives and the paneuropean perspective. To match coordination and subsidiarity is a difficult challenge, but it will lead to a mutual permanent enrichment and enable, on one hand, the establishment of a wide single European market for ATT and, on the other hand, achievement of concrete expectations of each local user. This paper describes the process followed by France, during its Presidency of the European Union, to set up such approaches and to define essential objectives in the frame of a "European charter", which will probably take shape in the form of a European Council resolution. Simultaneously, an action plan is needed to reach these objectives and to define practical rules for compatibility, interoperability, and continuity, in accordance with locally implemented realizations. The paper presents difficulties encountered during the first half of 1995 as well as obtained results.
