ITS NATIONAL ARCHITECTURE DEVELOPMENT--AN INSIDE VIEW

The United States Federal Highway Administration (FHWA) has undertaken an unprecedented effort to develop a single intelligent transportation systems (ITS) national architecture for all 29 user services. In the first phase of this effort, from September 1993 to December 1994, four teams competed independently to develop the architecture. In the second phase, which began in February 1995, teams from Loral and Rockwell began a cooperative effort to bring the four disparate views of Phase I to a single architecture. This paper will present the view from inside one of the development teams. What were the key challenges, problems, and issues that drove the Phase I architecture development effort? What architecture development methodology was employed, and how were methodology issues resolved? What technical and nontechnical factors were key drivers of the architecture development? How did the consensus building activities of Phase I affect architecture development? And, what changes were introduced as a function of the interaction with stakeholders? In the latter stages of Phase I, the four teams reviewed each other's architectures for areas of commonality and areas of differences. The key points of this review will be summarized. Finally, the paper will discuss the Phase II effort currently underway. It will highlight how the cooperative nature of this phase is being implemented, and discuss the issues being addressed by the development teams.
