STOCHASTIC SIMULATION FOR INTEGRATION OF TRAFFIC ASSIGNMENT AND TRAFFIC SIGNAL OPERATIONS

Stochastic simulation has been used in the recent past to depict transport users' variation in a more realistic way than the more traditional deterministic approach. Software based on stochastic simulation is becoming more available either as a "general" package/language or to address specific issues. Current stochastic simulation software fails to adequately address interactions between transportation planning and traffic operations. This is mainly due to the evolution of transportation planning and traffic operations as separate scientific specialties, in spite of their common objective to model the behavior of transport system users. Discrepancies and contradictions between transportation planning and traffic operations software become apparent when one attempts to model aspects of intelligent transportation systems (ITS), which require finer model detail in time and space. It is becoming increasingly clear that planning and operations in transportation should share data with common definitions and assumptions. This paper provides a state-of-the-art review of stochastic simulation in both areas, and a straw man approach for an integrated planning-operations transportation model. Theoretical and practical issues in providing comprehensive simulation software are examined, and an outline of solution is provided. The steps required to obtain a simulation package that provides a consistent and realistic system description in both planning and operations are also presented. Finally, future ITS-related needs in the area of stochastic simulation are discussed.
