THE GARY-CHICAGO-MILWAUKEE PRIORITY CORRIDOR: BRINGING GOVERNMENTS AND STAKEHOLDERS TOGETHER

The DOT has designated the Gary-Chicago-Milwaukee (GCM) Corridor as one of the four highest priority ITS corridors in the country. Located in the heart of the Midwest, it is a natural conduit to one of the most active trading areas in the country. Indiana, Illinois and Wisconsin have formed a consortium with the intent of enhancing transportation efficiency, improving safety, and reducing emissions. The Corridor Program Plan (CPP) establishes a framework whereby the Corridor can take advantage of ITS technologies, establish an open architecture, and serve as a testbed for future ITS development. The author, vice president of the firm leading the effort, describes the planning and the area's jurisdictional and political complexities.
