ITS FIELD OPERATIONAL TESTS: THE EVALUATION PROCESS

The 'S' in ITS stands for 'systems'. Evaluation of ITS Field Operational Tests calls for a systems approach in determining their potential to enable the surface transportation industry to reach the ITS national goals. This paper describes a top-down, systems engineering based approach to ITS Field Operational Test evaluation. The overall process will be discussed first, followed by a hypothetical example to illustrate the intellectual approach used to develop evaluation goals and objectives. Next, an array of individual tools will be introduced for evaluators to select from, based upon the focus of their evaluation. Finally, discussion will center on institutional issues and ITS user acceptance research. This top-down, systems process is being used very successfully in operational tests nationwide.
