DESIGNING A NATIONAL DATA COMMUNICATION INFRASTRUCTURE FOR TRAFFIC APPLICATIONS

This paper describes the efforts made by the Ministry of Transport to establish the traffic information and communication network by which communication for traffic applications can be standardized. The goal of the project is to integrate the messages of the different traffic applications in an efficient way on one national network. This is in contrast to several networks for each application, which have been developed in the past. This national network plays an important role in the collection of information for traffic and transport. The goals are to optimize the use of existing infrastructure, control growth of mobility, improve traffic safety, and chain manage the transportation of goods. Dynamic traffic management demands correct and dynamic information on the traffic situation. This involves information exchange between vehicles, road-side systems, traffic centers, and information systems. The national network described here is an open data communication network in which all traffic applications along the main roads can be included. In this approach, international standards are used whenever possible. The network supports several transport media alongside the main highway and makes it easier to incorporate new transport media. The designed network-architecture makes it possible to use several types of networks. Parallel with the network-architecture, a specific protocol package is developed. For the implementation of the maintenance organization, several organizational and juridical issues had to be solved. Some examples of these issues are: creating a separation between the network and the application software, dealing with several interested parties, and the matter of ownership of existing infrastructure along the main roads.
