ELECTRONIC TOLL SYSTEM ON TRIAL IN MALAYSIA

Introduction of automatic fare collection (AFC) system allows vehicles to travel smoothly and brings benefits such as traffic jam relief, automotive exhaust gas suppression, and energy conservation. On toll roads in the suburbs of Kuala Lumpur, the capital city of Malaysia, traffic jams are chronic during the morning and evening rush hours. To solve the problem, the introduction of an AFC system has been planned. A 2-month trial operation of the AFC system developed and manufactured by Mitsubishi Heavy Industries, Ltd. was carried out for the North Klang Valley Expressway, which is a part of the main expressway running through Malaysia. On the North Klang Valley Expressway, tolls are applied by means of a closed system, with the toll fare calculated according to length of section vehicle has traveled (from entry to exit). For this trial operation, one set of AFC equipment was installed on both the entry and exit lanes at the Subang toll plaza and the Jalan Duta toll plaza. A read/write type electronic tag was applied with prepaid credits. The toll fare is deducted from the prepaid credits in the memory of the electronic tag. The tags were distributed to 1,800 normal users. The service time for non-AFC vehicles and for AFC vehicles was measured at the exit lane to evaluate the reduction of traffic congestion due to the AFC system introduction. This report presents a technical outline of the system and the abilities of the AFC system.
