THE DEVELOPMENT OF THE E-Z PASS SPECIFICATION IN NEW YORK, NEW JERSEY, AND PENNSYLVANIA: A CASE STUDY OF INSTITUTIONAL AND ORGANIZATIONAL ISSUES

During the past 5 years, seven toll agencies operating in the greater New York area have combined to develop a regionally compatible electronic toll collection system called E-ZPass. The members of the E-ZPass Interagency Group (IAG) collectively process over 1 billion toll transactions per year, accounting for two-thirds of all toll revenue collected in the United States. The IAG faced numerous institutional and organizational issues during development of the E-ZPass specification. These included separate procurement procedures and requirements of the participating agencies, differences in agency missions as well as organizational structures, the pace of technological change, and parallel standard setting efforts at the national level. In the large-scale procurement of cutting edge technology, the IAG's regionally cooperative effort is unprecedented and provides a valuable lesson and insight into the conflicts that occur and how they can be resolved. The authors have found that pre-existing relationships of trust among participants were crucial to the success of the IAG. That said, the cooperation has so far led to concerted interagency action on technical issues without parallel success on broad administrative issues, such as the creation of a regionwide clearinghouse to coordinate and combine costumer billing for member agency tolls. Additionally, the cooperation was established on the basis of accommodating the most stringent agency requirements on both technical and regulatory issues. This finding begs the question of how desirable interoperability is, and what parameters should determine the pursuit of interoperable systems.
