FUNCTION OF TRAFFIC CONTROL SYSTEMS IN MAJOR DISASTERS

Traffic control centers located in Japan have major functions, such as traffic information collection, traffic signal control, and traffic information dissemination. Although originally intended to manage ordinary traffic, these functions can be utilized when a large-scale disaster occurs, such as the Great Hanshin Earthquake in January 1995. This paper describes functions the current traffic control system provides to be ready for a large-scale disaster. Also, it contains several plans for countermeasures against a disaster with respect to the system establishment of actualizing specifically the universal traffic management systems, which are the intelligent transportation systems-related programs in Japan, and other new concepts.
