TRAFFIC CONGESTION AND TRANSPORT DEMAND MANAGEMENT IN BEIJING

With the development of economy and urbanization, transport demand increases too fast to be met by the improvement of traffic infrastructure. Congestion is a serious problem in Beijing. Congestion causes the lower speed of cars and travelers lose valuable time. Owing to congestion, extra energy is used by automobiles. Furthermore, the environment is affected because more gas is exhausted. Therefore, it is important to understand the mechanism of congestion and to study the measures to solve it. This paper analyzes the mechanism of congestion using Beijing as an example. Effective transport demand management (TDM) measures and their congestion releasing effects are studied. The available TDM measures appropriate for the situation in Beijing are proposed. Methods of evaluating congestion releasing effects generated by these measures are discussed, and effects of the measures are analyzed.
