In this paper, the author argues that traffic is like water -- water finds its way everywhere. If you neglect to take measures to ensure that water is led into the appropriate channels, you run the risk of drowning in it. Nevertheless, none of us can live without water. It is one of the primary necessities of life. This paper describes how the Netherlands is attempting to regulate its traffic. It gives a brief outline of the policy of both Central Government and of local authorities, but it goes into more detail concerning the role of the Traffic Police in this context.
