THE ULTIMATE ROAD SAFETY MANAGEMENT SYSTEM - FACT OR FICTION? THE SOUTH AFRICAN EXPERIENCE
This paper discusses the principles of the Traffic Management System and its strategies for the improvement of road traffic safety. Three things make the Traffic Management System unique. Firstly, it coordinates and integrates all functions of all road traffic safety-related disciplines for maximum effect on road traffic safety. Eleven functional areas have been identified: road environment; traffic safety education; driver training; marketing and mass communication; legislation; traffic policing; adjudication; research, development and implementation; registration and licensing; traffic information; and medical, fire and other emergency services. Secondly, it coordinates and integrates functions of all levels - national, regional and local. Thirdly, it brings a new dimension into the management of road traffic safety: the road user becomes a major role player in the game.
