ROAD SAFETY IMPROVEMENT PROGRAM IN LATVIA

The aim of the road traffic safety program in the Latvia Republic is to work out a complexity of legal, technical, informative, organizational, etc. measures the implementation of which should provide each traffic participant for European level road traffic safety. To achieve this aim, the following problems must be solved: -working out of a legislative and normative basis of national traffic safety system; -determination of general principles for the construction and operation of the national traffic safety system and elaboration of subprograms; -creation of financial basis for carrying out the program and implementation of subprograms. Based on the Convention of road traffic from 1968, the Convention of road traffic signs and signals from 1968 and other international agreements in which the Latvia Republic is participating, on August 30th, 1994 in the order of the Constitution's 81st paragraph, Cabinet rules Nr 169 "about road traffic" were accepted. These rules are the main basis for elaborating other normatives in the sphere of road traffic safety.
