THOM (evaluation method for high quality public transport in medium-sized cities) is a tool that regional and local authorities can use in selecting the best public transport system for a city. The choice set contains alternatives such as busway, guided bus, guided light transit and tram. For a specific context, THOM selects the optimal public transport system from a societal point of view, using a large number of quantitative and qualitative criteria.
