LANDSLIDES: INVESTIGATION AND MITIGATION. CHAPTER 5 - PRINCIPLES OF LANDSLIDE HAZARD REDUCTION

This chapter begins with a discussion of the most widely used approaches to landslide hazard reduction, which are (1) restriction of development in landslide-prone areas, (2) codes for excavation, grading, landscaping, and construction, (3) physical measures (drainage, slope-geometry modification, and structures) to prevent or control landslides, and (4) development of warning systems. The status of development of landslide insurance programs is then reviewed, followed by a discussion of multiple-hazard reduction, where a shift in perspective from mitigation of individual hazards to a broader systems framework that takes into account the characteristics and effects of all the processes involved is necessary. Finally, a list of key elements for a unified national program of landslide hazard reduction (Swanson and Schuster 1989) is presented.
