CURRENT TQM/CQI PROGRAMS IN STATE DEPARTMENTS OF TRANSPORTATION: OREGON CASE STUDY

On October 1, 1990, at 7:00 a.m., twenty-two maintenance crews (220 employees) reported to work. On this date there was a major difference.....they would have no crew boss for the next 2 1/2 years. This began a Pilot Program that is known today as Self-directed Highway Maintenance Teams. This change initiative would require all decisions related to highway maintenance be team decisions made by the crew members. The 2 1/2-year pilot program was completed in 1993. By most measures, it was deemed successful. This report traces the history of this change initiative referred to as a 5-year, 5-step process and discusses the final fifth step that may be necessary to complete the process.
