This paper discusses the evolution of continuous quality improvement (CQI) at the Pennsylvania Department of Transportation (PennDOT). Examples of CQI successes in maintenance related to safety, productivity, quality, and customer service are discussed, followed by comments on current PennDOT initiatives demonstrating customer focus.
