THE PRODUCTION OF EUROPE HARMONISED SPECIFICATIONS FOR BITUMINOUS MIXTURES

This paper describes the European Standards (ENs), being produced by the European Standardisation Committee (CEN), for those bituminous mixtures which are most widely used in European Union (EU) member states. These mixtures are: (1) asphalt concretes; (2) gussasphalt; (3) very soft asphalt; (4) porous asphalt; (5) stone mastic asphalt; (6) hot rolled asphalt; and (7) very thin asphalt. The EU requires specifications to be drafted in performance-related terms, rather than the recipe-based terms used in most member states. The production of asphalt specifications is the responsibility of a CEN Technical Committee, TC227, which produces ENs for all materials used in the construction and maintenance of roads, airfield runways, and other paved areas. TC227 has devolved responsibility for asphalt ENs to its Working Group 1 (WG1), which has the following Technical Groups: (TG1) terminology; (TG2) test methods; (TG3) specifications; and (TG4) quality standards and attestation of conformity. TC227 determines policy, resolves differences between its WGs, and liaises closely with other TCs, especially those producing aggregates for binders (TC19) and aggregates (TC154).
