Applying new technologies to the business of toll collection creates many issues that must be resolved. The needs of the tollways' customers are frequently not considered. A wide range of applications can gain benefit from the implementation of the right toll collection system and technology. Making the correct choice is made harder by the lack of standards, not only for the technology itself, but also for its application. Some effort is being expended in this area, but it must provide answers quickly. The computer system used to manage the tollway access and payment schemes must provide for more than just revenue management. The system design must incorporate a growth path and allow for changes in technology, yet satisfy the business. The conclusion is that a strategy, encompassing customer needs as well as meeting the business needs, must be in place before an electronic toll collection and management system is implemented.
