TRAVELER INFORMATION SYSTEMS FOR RURAL AND SMALL URBAN AREAS OF THE UNITED STATES OF AMERICA

This paper presents a discussion of several advanced traveler information system (ATIS) concepts developed specifically for rural and small urban areas (less than 50,000 population) of the United States. Results of an extensive system analysis of those concepts are presented, followed by a series of recommendations for future top priority actions regarding applications of ATIS to rural and small urban areas. The concepts discussed in this paper address rural needs, such as the ability to call for emergency assistance in a remote area, provision of travel-related information in unfamiliar areas, and low-cost data collection systems. The system analysis task includes discussion of institutional, legal, and technical issues; proposed system architecture; and national implications of each concept. Based on the results of the system analysis task, a series of recommendations were developed for deployment of each concept. The recommendations fall into three basic categories of actions: illustrative deployment/operational test, prototyping, and research and development. Results presented in this paper are derived from recent work conducted under a national research project entitled "Rural Applications of ATIS." The research aims to find out ways to improve safety, mobility, and traveler information services in rural areas and is sponsored by the Federal Highway Administration. The project's objectives are to guide federal programs with respect to intelligent transportation systems (ITS) technologies in rural and small urban areas and to provide guidelines for ATIS implementation efforts by state and local government agencies in meeting rural and small urban area traveler's information needs.
