INSTITUTIONAL IMPACTS OF IMPLEMENTING THE INTEGRATED ROAD MANAGEMENT SYSTEM

From 1987 to 1989 the Interurban Road Management System (IRMS) was developed on a microcomputer-based local area network, followed by the development of a bridge management system (BMS), an urban road management system (URMS), a toll road management system (TRMS), a local road management system (LRMS), and other monitoring systems aimed at improving the management of all roadways in Indonesia. This paper identifies the principal institutional impacts of implementing the IRMS and identifies problems and constraints encountered during previous system implementation projects.
