This report summarizes the initial research activities of a study of transit operations for individuals with disabilities. The study examined various alternative operating models and possible enhancements to traditional public transit services that can be employed to encourage individuals with disabilities to use fixed-route services when appropriate. The objectives of the study were to identify and define possible options and enhancements, to determine the applicability of each option to various situations and areas, to note key implementation issues, and to develop evaluation methodologies for a selected number of options that can be used by transit providers to assess the effectiveness of each. Phase I of the study, described in this report, addresses the first three of these objectives. On the basis of an extensive literature search and a survey of all public transit providers in the United States and Canada, twenty different options/enhancements were selected for detailed discussion. Follow-up telephone contact was made with those transit providers that indicated that they had successfully implemented one or more of the identified service options. Information on service, cost, and implementation was obtained through these calls. Research findings showed that several local transit agencies have used innovative operating models and offered support services to encourage individuals with disabilities to use fixed-route service. An unpublished companion report, "Evaluating Transit Operations for Individuals with Disabilities" (available on loan through the TCRP, 2101 Constitution Avenue, NW, Washington, DC 20418), provides evaluation methodologies for analyzing six of the service options identified and described in this document. It also examines, in detail, the implementation of these innovations by five selected transit systems, analyzes the costs, savings, and operating issues of each service, and compares the cost-effectiveness of the different options used.
