ON THE ARTS MODEL PROJECT INTRODUCTION PLAN IN THE YUZAWA DISTRICT

The town of Yuzawa is characterized by heavy snowfall as well as cold weather, and also contains many ski areas. The traffic congestion occurs on holidays due to skiers coming "en masse" to vacation areas. Considering area features, the Yuzawa district has been designated as a model site for the ARTS Model Project Introduction Plan for the promotion of safer and more effective utilization of administration of roads. Snow removal operations along National Highway Route 17 are conducted from about November to the end of April. The highway spans about 700 m of elevation and its alignment is very harsh; consequently, the operations entail extreme difficulties. Because of the large number of ski areas located along the highway, immense concentrations of vehicles on the road are common. This affects the daily lives of the residents of Yuzawa and the neighboring town of Shiozawa. As a means of resolving the above problems, the ARTS Model Project for the Yuzawa district has been initiated to institute four of the nine ARTS concepts. This is being done by sufficiently strengthening various types of road administration functions, including the introduction of a snow removal operation management system, automated surveillance of sudden changes in road surface conditions, centralization of regional road information, and automated information provisions.
