INTEGRATED ROAD HEATING MONITORING AND CONTROL SYSTEM OF THE CITY OF SAPPORO

The city of Sapporo, located in a cold snowy region, has an annual snowfall of 5 m. Road heating systems installed at slopes and on pedestrian bridges secure smooth winter traffic and the safety of pedestrians and include 520 sites as of March 1995. The city of Sapporo uses a central monitoring control unit that manages and maintains these systems while raising their efficiency and reducing the labor force. Each road heating facility is connected with the road heating monitoring and control unit through a dedicated network for interactive data transmission. Onsite road surface conditions and operating conditions of road heating facilities are transmitted from the road heating facilities themselves to the monitoring and control unit and are displayed on the monitoring screen. Control of the road heating facilities is based on the onsite road conditions and the system self-regulates its operation by an onsite controller that incorporates current weather data and snowfall forecast data transmitted from the central processing unit, as well as data on onsite road conditions. Current weather data and snowfall forecast data used by the system are gathered by the meteorological observation and snowfall information system. The use of forecast data enables more accurate control of the system, examples of which are the starting operation to raise the road surface temperature before snowfall begins and terminating the operation slightly before snowfall ends. The system normally controls and operates itself, but when an abnormal operating condition is detected, a signal is transmitted from the monitoring and control unit to forcibly start or terminate the operation.
