ENVIRONMENT IN THE EUROPEAN UNION 1995. REPORT FOR THE REVIEW OF THE FIFTH ENVIRONMENTAL ACTION PROGRAMME. THE UPDATE TO THE 1992 REPORT ON THE STATE OF THE ENVIRONMENT IN THE EUROPEAN UNION REQUESTED BY THE EUROPEAN COMMISSION

This report, an update of the 1992 report, provides a description of the state of the EU's environment and an integrated environmental assessment. Data was provided by member states, including the new members Austria, Finland and Sweden, but the main emphasis is restricted to the original 12 members to provide continuity. Knock-on effects and multi-stress impacts are identified. Past and future trends are recognised to assess time delays in the environment and ecosystem. Driving forces are diagnosed and the costs of implementing environmental measures are assessed. The effectiveness of current policies are estimated in terms of their likelihood of achieving Fifth Environmental Action Programme targets at a Community level. Progress and prospects are discussed in the light of new insights, changes in social developments and progress in the implementation of recommended actions. Additional information is supplied on member states in an appendix and in the main body of the report.
